Cem S. Nalbantoğlu

Senior internet technologies and digital marketing consultant with a demonstrated history of working across the internet and telecommunications industries. Over the past 30 years, he has led cross-functional technology projects and operations while holding managerial positions at several organizations in Turkey and abroad.

1996 — He began his career in internet technologies at Turk.Net as Technical Support Team Supervisor in Istanbul.

1999 — He was appointed project manager for Azerbaijan’s first nationwide internet service provider venture, initiated by Azercell—a joint venture between TeliaSonera and Turkcell—with a startup budget of US$25 million.

As project manager, Cem named and registered the venture as Azeronline.com. Following the successful completion of the project, he launched operations with the team he had built, supported by Azercell as the project’s principal shareholder. After handing over the company in 2004 with a growing positive profit margin, he returned to Istanbul to join another technology startup, UTH Telecom, part of the Cenay Group—also a founding shareholder of Azercell and a subcontractor to Türk Telekom. UTH Telecom was among Turkey’s first alternative telecommunications operators licensed by the Ministry.

2004–2009 — He managed several internet technology startup projects within the Cenay Group. During this period, his work included:

• Digital marketing consultancy for Oracle Turkey’s SME clients.

• Pre-sales advisory for UNDP-related opportunities, supporting the chairman and board of Netaş Probil in their expansion into mobile telecommunications markets across CIS countries, resulting in more than US$10 million in business.

• Advisory services for Middle Eastern private equity investors in Europe, including due diligence on small technology companies listed on Nasdaq.

• Naming and managing an e-commerce startup that became Turkcell’s first virtual dealer, featuring a national identity number inquiry system built with XML web services and one of the country’s first 3D Secure online payment gateways.

2009–2012 — He served as Business Development Manager at Gantek Holding and secured several contracts across CIS countries, including:

• Bakcell 3D mapping and RF network planning.
• Azerfon-Vodafone Oracle/Sun support agreement.
• Arvento vehicle tracking and management systems distributorship.
• AIS marine traffic system for SOCAR vessels.
• State customs tracking system and a SOCAR vehicle tracking system integrated with its ERP.

Cem also supported Gantek Holding’s business development by managing partnerships with global vendors for tenders involving telecommunications operators and international institutions, including UNDP and the World Bank, in Azerbaijan, Georgia, Tajikistan, and Turkmenistan. His work included mobile number portability (MNP) tender processes, telemetry and SCADA projects for the State Alternative and Renewable Energy Authority, and M2M/AMR initiatives for the state electricity department, although not every opportunity reached the contract stage.

2012–Present — Through ALO.NET Internet Services, he focuses on digital marketing and internet technology projects for his clients. Acting as an external digital marketing department, he manages online reputation, websites, hosting, cloud storage, and related internet operations through a boutique agency model supported by a specialist team. • Azeronline Internet Service Provider was named Azerbaijan’s Best Telecom Company in 2002 by the Uğur National Prize Organization.
• Cem received a Certificate of Appreciation from the Turkish Embassy in Baku.
